The telecomm companies don't give out a lot of info because of security concerns, but how else are you supposed to find out that your old (read: theft-proof) 2400 baud modem you're using in a country with an archaic telephone system is generating a pseudo-2600 Hz signal, wrecking havoc on the switching network in the process? With current digital systems and higher-speed modems, who is to say what other problems could result?
Lets get this info distributed so anyone with net access can obtain it, regardless of regional boundaries and corporate monopolies on information... And as a service to them. :-)
